CJ Founds Associates to deliver new Procurement Strategy for West Berkshire Council Highways
CJ Founds Associates has been appointed to deliver West Berkshire Council’s (WBC) new Highways Contract procurement that will run for an initial two-years.
CJ Founds Associates (CJFA) will manage, develop and deliver the council’s procurement contract that will streamline processes and ensure best value for money in their highways term service contract procurement including highway maintenance, emergency services and project delivery. Work will also include a transition to a new NEC 4 Term Service contract, developing and implementing a performance framework building on progress made to adopt strong contract management principles and deliver meaningful and consistent outcomes across the council.
The Local Government Association recognised WBC as leaders in customer experience through their corporate peer challenge, which will play a key role in shaping the new highways contract procurement.

The new highways contract will directly impact the quality of our county’s roads, helping to ensure a positive quality of life for travellers as well as improved placemaking. Tenders are due to go live in September 2025 ahead of the contract renewal the following year.
