Submission on the Railways Bill

The Railways Bill will create a new public body called Great British Railways (GBR), which will have control over the national rail infrastructure and most passenger services.

The Bill aims to end fragmentation in the rail sector, simplify fares and ticketing, and create a long-term strategy for the railways.

The Transport Select Committee launched an inquiry on the Bill following its presentation to Parliament. ITS UK has responded to that inquiry highlighting two key recommendations:

  1. A commitment within the legislation to an ‘Open by Default’ approach to data
  2. The Code of Practice (for retailers) must prevent cross-subsidies and ensure equal treatment
