Rebecca Bollen

Urban ITS Discipline Lead, 4way Consulting

I began my career as a trainee technician, attending university part time while working and steadily building my knowledge in ITS. Over more than 20 years, I have developed into an experienced engineer specialising in traffic signal engineering. I am now a Chartered Engineer, a Fellow of the Institute of Highway Engineers, and the Urban ITS Discipline Lead at 4way Consulting, where I lead a team of traffic signal professionals and work on a wide variety of traffic signal projects.

My core skills lie in traffic signal design, supported by experience in site surveys, MOVA validation, asset surveys, construction supervision, testing and commissioning, maintenance, and remote monitoring. I am a Principal Traffic Signal Engineer on the Birmingham tramway extension projects, where I complete detailed designs on the integration of Light Rail Transit operations with traffic signal control across major tram extension schemes. My work includes detailed junction designs, controller specifications, safety case development, and acceptance testing.

Earlier in my career, I spent 17 years supporting Wiltshire Council through Atkins and Mouchel, delivering improvement schemes, feasibility studies, maintenance activities, and contract management. My innovative approach to Puffin crossing detection in Wiltshire, trialling the use of above ground radar for MOVA has since become industry standard.

My experience extends into the wider ITS community. As a Vice Chair of the Women in ITS (WITS) forum at ITS UK over the last 4 years, I have been a visible advocate for diversity, inclusion, and gender equity across the transport technology sector. I work closely with industry partners, members, and early career professionals to promote representation for women entering and progressing within ITS. I have co authored articles for the ITS UK Annual Review, including the 2024 feature “Can We Do More to Inspire Inclusion?”, helping to shape thinking on inclusive leadership.

Alongside my technical and project delivery work, I play a prominent national role in shaping the future of the engineering profession. I am the Junior Vice President of the Institute of Highway Engineers (IHE), contributing to the institute’s strategic direction and its mission to elevate professional standards across the highways and transportation sector. As Chair of the IHE Membership and Qualifications Portfolio Group, I lead the development and oversight of professional registration pathways within the IHE, ensuring rigorous, inclusive standards for engineers at all career stages. I also serve on the Joint Board of Moderators (JBM) Panel, supporting the accreditation of university engineering programmes and helping to uphold the quality and integrity of engineering education in the UK and support the Academic Standards Panel by working closely with fellow members to strengthen the processes, share diverse perspectives, and uphold the high professional standards that guide the institute.

I hold a BSc (Hons) in Civil Engineering, an HNC in Civil Engineering, and an HND in Spatial Design. My excellence was recognised with the IHE Best IEng Submission of the Year Award in 2019.
