Megan O’Connor
Delivery Director, Intelliscape
I am an experienced transport technology leader whose career spans Intelligent Transport Systems, digital services, mobility innovation, and cross sector delivery. With a BA in English Literature and an MBA, my introduction to the world of Intelligent Transport began unexpectedly in 2006, when I joined Simulation Systems Ltd (SSL) as a Project Manager. There, I delivered key National Highways projects including the Highways Agency Information Point—providing live traffic information in motorway service areas—and the SPIce project, which connected roadside signs via mobile data in locations without NRTS coverage.
My early work naturally evolved into service delivery, leading the implementation and ongoing 24/7 support of a digital instation solution for Transport for London (TfL). I later established a comprehensive, round the clock service desk supporting more than 4,000 CCTV cameras across the strategic road network, along with critical roadside technologies such as signs, signals and tunnel systems. This experience grounded me in the operational realities of transport technology and the interconnectedness of the strategic, trunk and local road networks.
Following SSL’s acquisition by Costain, I gained deeper exposure to the broader Intelligent Transport landscape, including the emergence of Smart Motorways and mobility as a service concepts. I played a key role in integrating SSL into Costain, translating digital transport expertise into a traditionally construction focused environment and helping the wider business understand how transport technologies underpin modern infrastructure.
My expertise expanded further at VivaCity, where I led strategic partnerships and worked closely with Local Authorities to deliver data driven insights through AI powered hardware and software solutions. My work reinforced the critical role of high quality, real world data in shaping effective transport strategies. I also partnered with National Highways on Stopped Vehicle Detection Lot 2, demonstrating the adaptability of VivaCity’s system for new safety critical use cases. When legislative uncertainty stalled progress, I experienced firsthand how indecision at a national level can halt innovation, investment and industry momentum—galvanising my commitment to enabling more decisive, data informed policy development.
From AI and analytics, I transitioned into enforcement as Head of Delivery within the Intelligent Transport division at SEA. There I oversaw technology supporting civil traffic enforcement and wider network management. My work coincided with the significant shift of enforcement powers from police to Local Authorities, giving deep insight into how councils can reclaim control of their roads, reinvest in local priorities and drive community focused transport strategies.
Across my career, I have championed the value of high quality data, reliable digital infrastructure and strong strategic alignment. I am passionate about contributing to the future of Intelligent Transport.
