With almost two decades of experience in the operational technology sector, Matt has held a range of senior operational roles, delivering transformation across both regional and national environments.
In early part of his career Matt played a central role in the rollout and nationwide delivery of the National Traffic Control Centre’s operational technology programme, overseeing the deployment of almost 2,000 roadside ANPR and traffic monitoring assets across the strategic road network. This programme required close coordination with multiple delivery partners, technical assurance, and the development of new operational controls to ensure consistency and resilience. Following successful implementation, the project progressed into a long-term operational maintenance model, ensuring the assets continued to perform reliably and meet the client’s evolving data and network management needs.
More recently, Matt has taken a leading role in shaping operational delivery for both technology maintenance and scheme delivery across wider regions, driving consistency, resilience, and innovation within Kier’s Infrastructure division. He has played a key part in developing integrated delivery models that align commercial, technical, and operational priorities, ensuring schemes and maintenance activities meet client expectations for safety, quality, and customer service.
Matt is particularly recognised for his ability to build capability within teams. He has led multiple initiatives to strengthen technical competence, improve workforce competency, and create clearer progression routes for engineers and technicians entering the sector. His focus on culture and collaboration has enabled teams to take on greater responsibility, adopt new ways of working, and increase self delivery capability.
Matt is passionate about innovation within operational technology (ITS) sector. He is actively involved in initiatives that explore how real time data, improved interoperability, and smarter asset strategies can enhance operational readiness, reduce whole life cost, and support a more resilient and future ready network.
