Alastair Cobb

Managing Director, Intelliscape Ltd

Having trained as a Physicist, Alastair started his career as an engineer in the defence and telecommunication industries before broadening his experience into aerospace and power generation.
Between 2009 and 2020, he worked across the Rail, Automotive, Road, Air Traffic Control and Public Transport sectors, contributing to a wide range of research, development, operational and regulatory programmes. His work included projects in autonomous bus systems, vehicle‑to‑infrastructure trials, air traffic flow management, and degraded‑mode rail signalling. Despite the diversity of these applications, a consistent theme throughout his career has been the design and delivery of complex, business‑critical, and often safety‑critical, data‑intensive systems.
Alastair has held multiple senior leadership roles within engineering and technology organisations, with responsibilities spanning strategy, operations, delivery, and organisational performance. His particular specialism lies in operational leadership and ensuring dependable delivery across teams and programmes.
In 2021, Alastair joined Systems Engineering & Assessment Ltd (SEA) to lead its Intelligent Transport Systems (ITS) division. Following Modaxo’s acquisition of the division in 2025, he became Managing Director of the newly formed Intelliscape Ltd.

Intelliscape has a near 30‑year track record of innovation in the transport sector, partnering with organisations including WSP, Alstom, Verra Mobility, Network Rail, Transport for London, and more than 45 Local Authorities across England and Wales.

The company launched its Roadflow camera‑enforcement product line in 2009, with both fixed and mobile unattended Parking and Bus‑Lane Enforcement solutions. Its portfolio has steadily expanded, introducing Rail Level Crossing Red Light Enforcement and Moving Traffic Enforcement in 2015, and an attended enforcement solution in 2019. In 2020, Intelliscape deployed a cloud‑based hosting platform for its enforcement systems, and in 2022 its Charging Clean Air Zone system went live for Bristol City Council.

Today, Intelliscape is focused on applying next‑generation AI video analytics to further enhance the performance, automation, and capability of enforcement and road‑user compliance solutions for the industry.
