Chris Hutchins-Davies

Intelligent Infrastructure Digital Lead, WSP UK

My professional background is situated at the intersection of data, digital technology, and the UK transport sector. Over the past decade, I have led multidisciplinary teams, shaped digital strategies, and delivered complex, safety-critical programmes. This experience equips me to convene, guide, and represent an industry group focused on digital transport.
In my current capacity as Digital Lead for Intelligent Infrastructure at WSP, I support our team in addressing client challenges across diverse digital domains. My responsibilities include overseeing delivery in areas such as digital twins, systems resilience, and complex integration projects. In addition, I lead digital enablement initiatives, leveraging tools like artificial intelligence, generative design, and ontology to maximise value and opportunities.

Previously, I managed the Intelligent Infrastructure Data & Architecture capability, where I developed strategy, built skills pipelines, and ensured alignment between delivery and market needs. This role afforded me a comprehensive understanding of both the opportunities and challenges within the field.

My project portfolio encompasses nationally significant programs with intricate stakeholder landscapes. As Data Architect for National Highways’ Traffic Management Services portfolio, I spearhead the development of core data artefacts and establish robust governance to underpin network operations. During my seven years on the CHARM ATMS Transformation, I served as Solution Architect, directing system designs and facilitating integration across a multifaceted partnership ecosystem.

I approach innovation with curiosity and pragmatism, as demonstrated by my advisory work on AI-enabled lighting asset data improvements for National Highways—an initiative projected to generate savings exceeding £3 million annually through enhanced billing accuracy. My leadership extends to data-centric programmes such as the A2M2 Intercor connected vehicle pilot (as Product Owner) and the West of England Future Transport Zone Data Hub (as Technical Lead), involving discovery, feasibility, procurement, and business change. These experiences enable me to translate leading-edge concepts into implementable, user-focused solutions for stakeholders.

I am deeply committed to industry stewardship and am recognised by colleagues, clients and peers as an expert in digital and data solutions. As a founding member and chair of the ITS(UK) Data Forum, I have fostered a collaborative community, organised successful events, and promoted professional development. I intend to bring this expertise to the new Digital Transport Forum. My experience presenting at forums including ITS World Congress and Highways UK has provided valuable insights into effective engagement strategies.

With credibility, strong convening skills, and a genuine passion for knowledge sharing, I am well positioned to contribute meaningfully to the new Digital Transport Forum.
