
Camilla Fowler
Technical Director - operations and safety, WSP
Camilla Fowler is a highly experienced and ambitious technical leader with a 26-year career dedicated to developing road safety strategies, transport safety solutions, and innovative safety assurance for automated and connected vehicle (CAV) technologies. Recognised as an industry authority, she possesses specialist expertise in risk management, safety management systems (SMS), and the enhancement of safety culture.
Camilla has recently joined WSP as a technical director within Operations and Safety but previously worked as Director of Safety Assurance at Oxa Autonomy. Camilla led a multidisciplinary team driving certification and regulatory compliance for both industrial and public road automated vehicle deployments across the UK, EU, and US. Her work at Oxa was pivotal in developing a repeatable, modular approach to safety cases, accelerating business success by allowing safety solutions to be transferred across different jurisdictions and domains. Furthermore, she has successfully upgraded the organisational safety culture through transparent communication and collaborative safety processes, resulting in increased engagement and reporting. A significant part of her role involved engaging with the UK Government to shape policy and regulation for automated vehicles in the UK, as well as responding to consultation papers.
Prior to her current role, Camilla held senior leadership positions at TRL. A significant milestone in her career was serving as the technical author of BS PAS 1881, the UK’s first safety standard for automated vehicle trials and testing. More recently Camilla has been part of the technical advisory role for the imminent updated version. Her technical leadership at TRL extended to managing risk for high-profile projects such as the UK’s first HGV platooning trial and the Smart Mobility Living Lab (SMLL) in London. Her contributions to road worker safety, specifically research underpinning the removal of offside signs for temporary traffic management, were recognised with the Prince Michael International Road Safety Award.
Camilla has been an active member of a number of industry committees and groups including CAV Standards Advisory Board, SMMT, RTS/001 BSI Road Traffic Safety Committee and Brake’s Global Fleet Champions working group.
