Carl Eddleston

Director - Network Management and Resilience, Transport for London

Carl began his career in 2006 as a Traffic Signals Engineer and has risen rapidly to his current position as TfL Director of Streets & Network Operations (SNO). Along the way Carl has been had roles in governance and TfL Deputy Chief of Staff for the Managing Director Surface Transport and, in 2015 he became Chief Engineer responsible for the performance of TfL’s road, traffic and bus network controlling London’s 57,000 traffic signals and strategic roads – including leading innovative, industry-leading projects, advancing TfL’s bus priority and traffic modelling capabilities.

In 2017, Carl became TfL Head of Asset Operations responsible for the maintenance of all TfL’s road, bus and river assets including 580 kilometres of red route roads, all London’s bus stops and shelters, bus stations and stands and all traffic signals and tech. London now operates Europe’s largest highway and traffic contracts – both mobilised under Carl’s leadership.

In 2022, Carl became TfL’s Director of Network Management & Resilience (the forerunner of SNO) and now leads a team of around 1,000 plus 4,000 contractors accountable for:

  • The operation, maintenance and performance of the TfL Road Network (TLRN) through statutory duties as the Highway and Traffic Authority for the GLA’s roads and Traffic Manager for London
  • Looking after Europe’s largest tunnel estate and bus infrastructure network
  • Coordinating 50,000 sets of roadworks every year – finding ways to do things safer, quickly and with less disruption to customers
  • Running the TfL Control Centre which operates 24/7, 365 to keep our roads, bus, river, London Underground (LU) and rails network running safely and reliably for our customers, enabling millions of trips every day. All incident response rests with Carl, as does TfL-wide events and resilience function
  • All TfL’s head office buildings and facilities operations and contracts
  • The PFI contracts to operate the recently opened Silverton Tunnel and A13 DBFO
