David Short

Business Development Manager, Kier

With over 20 years’ within highways and transportation, David has fulfilled a number of roles within Kier. Initially recruited as one of the first Communications and Customer Care professionals to take a leadership role within a highways partnership, David developed new customer-focussed systems to improve public and political satisfaction in East Sussex through improved communication and engagement, rooted in both systems and cultural development.

Expanding his role regionally within Kier’s Local Authority portfolio, David took leadership in developing collaborative contract and project management tools which included launching and managing ‘S-Skills for Highways’, the award-winning programme which gave the most vulnerable people in our communities training, work experience and jobs in highways.

David was responsible for leading Kier Highways to Disability Confident Leader status. He created and launched the Surrey Infrastructure Academy, a collaborative initiative between local authorities, local colleges and industry, providing career pathways into infrastructure.

In the last 5 years, David has moved into a business development role, representing Kier at national and regional levels through organisations such as ADEPT and CIHT whilst ensuring Kier’s service delivery meets the needs and expectation of the industry.

David is passionate about innovation and is keen to ensure the industry learns from elsewhere and makes the most out of the opportunities it develops.

For example, David is currently working with colleagues across both transportation and utility sectors to leverage data and collaboration to improve local resilience and decision making across regions. This project is supported by consultants, SMEs, clients and innovation professionals including Connected Places Catapult.

David is a Fellow of CIHT and a member of both Chartered Institute of Public Relations and Chartered Institute of Management.
