Jason is a Principal Consultant specialising in transport operations, safety governance, and the application of data and technology to improve network performance and safety outcomes. Since joining 4way Consulting in 2015, following an early career in education, he has developed a strong reputation for rigorous analysis, practical problem-solving, and trusted engagement with public sector clients and industry partners. With a PhD and research background grounded in structured analysis and complex datasets, Jason brings a rigorous scientific approach to transport challenges. He applies logic, critical thinking, and process mapping to interrogate evidence, challenge assumptions, and develop robust and auditable assessment frameworks. He is particularly experienced in distilling complex technical material into clear insight for non-technical audiences, enabling confident decision-making at senior levels. Jason has held key leadership roles on several nationally significant programmes.

M621 Junctions 1-7 Improvements Scheme
As Operations and Safety Lead for the M621 Junctions 1–7 Improvement Scheme, he led the production and revision of safety governance documentation from detailed design (SGAR5) through to handover (SGAR7). Due to the complexity of the urban environment, he devised a bespoke hazard log methodology to account for nuanced operational requirements and presented findings to both scheme and national safety control review groups. Jason also contributed to the business case for a permanent average speed enforcement camera solution and provided safety risk input into multiple departures from standard, aligned with safety governance documentation. With commendation from National Highways, Jason curated the outputs for and authored four post-opening monitoring reports, coordinating multi-disciplinary teams and engaging widely with stakeholders including control room operatives, maintenance teams, National Highways data specialists, technology commissioning teams, and contractors. He mentors junior colleagues in data processing and interpretation, while retaining responsibility for conclusions, recommendations, and formal client engagement.

Tunnel Remediation Programme
Jason was Safety Governance Lead for Phases 1 and 2 of the National Highways Tunnel Remediation Programme, which aimed to deliver a consistent operating model and harmonise technology across the existing and future tunnel portfolio, enabling greater control of the tunnels and improved asset knowledge and data. Jason supported the development of consistent, scalable safety processes across multiple, evolving workstreams. His work involved authoring safety documentation, undertaking risk assessments aligned to national standards, and facilitating stakeholder understanding and acceptance.

Wrong-way Drivers
In parallel, Jason has led several data-driven safety and operations studies. Notably, he compiled a Power BI dashboard to assess wrong-way driving incidents from STATS19 collision and ControlWorks incident data, combining statistical analysis with GIS techniques to highlight event hotspots and potential causation patterns. Solutions were investigated for both the detection and intervention of wrong-way driving events, assessed against their effectiveness, safety implications, coverage, cost, maintenance, and ITS and automotive maturity. Some of this work informed an update to the National Highways wrong-way driving mitigation toolkit. Jason’s work also evaluated both roadside and in-vehicle technologies, including connected vehicle solutions and the new operational and safety challenges they present. Jason also contributed to early discussions around potential trials.
