Kelly Thomas

Head of Government Relations and Public Policy, Trainline

Kelly has over 15 years’ experience working in policy and advocacy across the public, private and third sectors. Prior to joining Trainline, she held in-house roles at global technology companies, including Google and Meta, where she helped shape policy agendas in complex and highly regulated environments.

Earlier in her career, Kelly worked at a public affairs agency, leading advocacy strategies for clients across the manufacturing and technology sectors and tailoring engagement to achieve clear commercial and regulatory outcomes. She also worked at a trade association representing the UK defence sector, where she advised on policy matters, balanced competing member priorities and built consensus around shared positions.

In addition, Kelly has direct experience of frontline politics. In the years leading up to the 2015 General Election, she worked as a policy adviser at the Labour Party and subsequently as a political adviser to the then Shadow Defence Secretary. Through this, she developed a strong understanding of the legislative and parliamentary process, alongside a broad political network.

Together, these roles have given Kelly a well-rounded, practical perspective on effective policy development and advocacy.
