
Mark Harvey
Head of Professional Technology Services, Kier
Mark is a highly experienced and driven highways technology professional with over 23 years’ expertise in Intelligent Transport Systems (ITS), technology-led highways projects, maintenance contracts, and technical consultancy. Throughout his career, he has continually delivered strategic leadership, technical direction, and high-quality engineering outcomes across a broad range of ITS schemes.
In his role as Head of Professional Technology Services, Mark leads the end to end technical lifecycle of ITS projects. His responsibilities span the governance and delivery of feasibility studies, optioneering, preliminary and detailed design, construction-stage support, and final handover into maintenance, including compliance with the National Highways MCH 1349 process. His guidance ensures that clients receive robust, value driven, technically sound solutions for complex technology challenges.
A major achievement in Mark’s career has been the creation and development of an internal ITS capability within Kier. When he joined, the organisation had no in house technology design function and relied heavily on subcontracted expertise. Mark successfully built a full ITS technology team from the ground up, enabling Kier to self deliver asset development, technical studies, and detailed designs for its clients. This restructuring has improved efficiency, strengthened technical control, and significantly reduced reliance on external suppliers.
Mark also developed and implemented a clear technology strategy for the team, aligned with Kier’s business principles of innovation, integrity, focus, and collaboration. Under his leadership, the team now works to an On-Time-In-Full (OTIF) delivery model and maintains a strong reputation for high-quality technical output.
His team now provides clients with end to end ITS network intelligence—capturing asset inventory and performance data, analysing technology condition, and identifying renewal priorities. This ensures that clients’ budgets are invested efficiently, and that forward programmes are robust, evidence based, and aligned with strategic need. Mark oversees the governance of this entire workflow, including progression through the Capital Delivery Management Tool (CDMT) and Kier’s full Develop–Design–Deliver (3D) process.
Mark has led the identification, optioneering, development, and design of ITS renewals across several major National Highways contracts, including Areas 1/2, 3/4, 6/8, 7/9, and most recently the SDF Super Region North covering Areas 10/12 and 13/14. His work spans a wide range of roadside technology, including detection systems, renewal of communications infrastructure, signals, signs, and other critical ITS assets.
A standout highlight of Mark’s ITS leadership is the successful delivery of an Innovation Proof of Concept on the A46 in Area 9. In a rural location with limited power and communications, Mark led the development of EcoPoPs (Ecological Points of Presence)—a new rapid deploy renewable-energy ITS solution combining wind, solar, and 4G/5G wireless connectivity. This project demonstrated that ITS assets can be reliably powered and connected using off grid renewable technology, opening new possibilities for remote deployments.
