Michael Bray

Associate, WSP

Michael is an experienced transport and infrastructure professional with over 13 years’ experience in the intelligent transport systems (ITS) sector. He specialises in operational safety and network operations and is a strong advocate for a systems-based approach to transport delivery. Michael currently serves as an Associate at WSP UK, where he applies his expertise to improve safety outcomes across complex transport projects.

Over a decade into his career, Michael has established himself as a respected operational safety specialist, known for embedding robust governance and assurance into national infrastructure projects. He has been a lead technical author for National Highways Design Manual for Roads and Bridges (DMRB) standards including, GG 104: Requirements for Safety Risk Assessment, which underpins safety risk management across all National Highways undertakings.

As a key member of National Highways’ Operational Technical Leadership Group (Ops TLG), Michael continues to shape the strategic direction of operational safety, offering expert insight to guide policy, standards development, and innovation across the sector.
Michael’s future-focused work is helping to shape the intelligent transport industry through the safe integration of emerging technologies. As Technical Lead, he developed and authored National Highways’ Safety Risk Assurance Guidance for Connected and Autonomous Vehicle (CAV) Trials, providing trialing organisations with a clear framework to support the safe deployment of CAV technologies. His efforts have driven collaboration, knowledge sharing, and innovation across the wider highways ecosystem as the industry embraces new mobility solutions.

Before joining WSP, Michael gained valuable maritime transport experience with Mersey Ferries in Liverpool, working both shoreside and on vessels. This early exposure to the complexities of maritime operations and passenger safety gave him a practical understanding of operational risk in a busy ferry environment. That multimodal perspective has enriched Michael’s approach to transport safety, enabling him to consider cross-domain challenges and solutions across road, rail, and maritime settings in an integrated way.

Michael’s credentials underscore his professional standing and commitment to continuous development. He completed the respected Roads Academy Emerging Leaders Programme, a joint initiative of National Highways and the UK roads industry – earning a Postgraduate Diploma (PGDip) with Distinction and the Course Tutor Prize in 2023. This advanced leadership training augmented his technical expertise with strong management and leadership skills, reinforcing his ability to lead multi-disciplinary teams in the transport sector. He is also a Member of the Chartered Institution of Highways & Transportation (MCIHT) and a certified Agile Project Management Practitioner.

Overall, Michael’s career reflects a balance of deep technical expertise, strategic leadership, and cross-modal experience in transport safety. He combines a thorough knowledge of safety-in-design with the agility to embrace innovation, ensuring that transport systems are not only intelligent and efficient but also safe and future-ready.
