Following an accountancy qualification with a top 10 accounting firm, he began his career at an organisation that pioneered Average Speed Enforcement in the UK. Starting in finance, he progressed into senior executive and Managing Director roles, leading organisations through periods of growth, integration, and strategic change.
Over approximately 18 years in the road safety domain, Richard has developed deep insight into camera enforcement technologies, offence management systems, and the end-to-end data flows that underpin effective, proportionate enforcement. His work has consistently focused on addressing fragmented data and siloed technologies, aligning systems, organisations, and stakeholders to improve decision-making, operational effectiveness, and public safety outcomes.
Richard has extensive experience working across the UK and with international counterparts, giving him a strong comparative understanding of regulatory frameworks, operational constraints, and cultural factors that influence road safety interventions. He brings a balanced perspective that integrates financial discipline, technological capability, and policy intent, with a clear focus on measurable reductions in Killed or Seriously Injured (KSI) outcomes and long-term system sustainability.
