Submission to the Transport Select Committee’s Inquiry into Joined-up Journeys
On 24 July 2025 the Transport Select Committee launched an inquiry to explore how the Government can achieve, and measure the benefits of better integration between transport services throughout the country.
Ahead of the Government publishing its Integrated National Transport Strategy, the Transport Committee set out to determine how passengers can make better journeys through greater choice, and, a combination, of various modes of transport. Also examining how the costs and benefits of integrating the transport network can properly be appraised.
ITS UK responded to the inquiry, outlining 9 recommendations for how the Government can leverage technology to deliver a more integrated network.
A commitment to an open-by-default approach to transport data
- Include a commitment to an ‘open by default’ approach to data within
the upcoming Transport Data Action Plan. - Include a commitment to an ‘open by default’ approach to data for Great
British Railways within the upcoming Rail Reform Bill. - Deliver a Smart Data transport scheme, following the passing of the Data
(Use and Access) Act.
Regulatory support and clarity for newer mobility options, like demand
responsive transport and micromobility schemes - Update the regulations around Demand Responsive Transport to make it
easier for local authorities to deliver future schemes. - Deliver a Micromobility Bill to set e-scooters on a permanent legal
footing. - Provide clarity over the powers of different transport authorities, under the Devolution Bill, for micromobility schemes
Provide long-term funding for local authorities to invest in ‘software as a
service’ products and integrated transport solutions
- Provide long-term certainty of funding for local authorities to invest in
data services. - In the short-term, the Government may wish to examine how ring-fenced
funding pots can support local authorities to deliver data services over a
number of years.
Establishing a Centre of Excellence to share best practice in intermodal
transport data & technology
- Explore the establishment of a mechanism to share learnings from across
the UK on integrating transport services, such as a Centre of Excellence.
