Supporting Open Data & Retail Innovation through the Railways Bill
Technology and data underpin how passengers plan journeys, buy tickets and receive real‑time information. The Railways Bill sets out that GBR will support these aspects of rail travel by promoting innovation, and fair competition. However, it leaves key elements of how it will do so to undetermined statutory instruments and non‑statutory commitments. We believe these commitments should be enshrined in the Bill.
In this briefing note, we call for two targeted yet high‑impact changes in the Railways Bill to ensure technology can support GBR.
